As expected, Ontario has passed legislation aimed at spurring housing development, amid criticism that it’ll leave municipalities short billions of dollars, possibly resulting in higher property taxes.

One of the most controversial aspects of Bill 23 is freezing, reducing and exempting developers fees.

That money goes to municipalities and is then used to pay for services to support new homes, such as road and sewer infrastructure and community centres. The Association of Municipalities of Ontario says the changes may leave municipalities short 5-billion, and see taxpayers picking up the tab; either in the form of higher property taxes or  service cuts.

The province feels the measures in the new law are necessary to ensure Ontario can achieve its goal of building 1.5 million homes in 10-years.
