Toronto City Council meets Thursday to decide who gets the new green bin contract, an American company, that submitted the lowest bid, or a Canadian company that says it was eliminated unfairly from the bidding process.  The city’s selection committee is recommending that the U.S. based Rehrig Pacific win the $31 million contract to supply the new racoon-proof green bins.  But, IPL, the company that secured a similar contract with Peel Region says it wasn’t informed about requirement changes from an earlier bid the year before.  Councillor Jaye Robinson says Rehig is the front runner because its bid was the least expensive – by some $3 .2 million dollars and Robinson adds council policy indicates that you go with the lowest bidder.
