BRAMPTON POWER PLANT CAUGHT RECEIVING PAYMENTS IT DIDN'T DESERVE

An investigation has found that a natural gas plant in Brampton “gamed” the electricity system – to get at least $89 million in payments it wasn’t entitled to – over a three year period ending in 2012.
The Goreway Power Station has been fined $10 million and has repaid what’s described as a “substantial portion” of the inappropriate payments received – but the amount is blacked out of the report at Goreway’s request.
Energy Minister Glenn Thibeault’s office says Goreway had agreed to pay $100 million dollars – and has so far repaid $91 million.

An Ontario Energy Board report concludes Goreway “repeatedly exploited defects” in the system over several years.

The O-E-B’s market surveillance panel says the wholesale electricity market has inefficiencies and flaws that can be exploited by market participants.

Ontario’s auditor general Bonnie Lysyk is set to issue her own annual report Wednesday.
